In 2023, a report by the Interior Ministry concluded that Finland’s current gambling regulations need to change if the country wants to recoup lost revenue. According to the study, the government misses out on about €500–550 million in tax revenue each year because roughly half of Finnish gamblers place their bets with unlicensed offshore operators. The monopoly system not only costs the government significant tax income, but also makes it harder to regulate the sector and prevent gambling harm. Therefore, the report recommended introducing a licensing system that would end the state monopoly on online gambling. As of this writing, however, these proposals have not yet been adopted.
